WASHINGTON — As a freewheeling candidate on the campaign trail, Donald J. Trump amassed a long list of promises.
Some became rallying cries and signature to his candidacy (“build the wall”). Others reflected conventional Republican policy wishes (repealing the Affordable Care Act).
