House and Senate DFL leadership issue statement in response to new economic forecast

House DFL logoSAINT PAUL, MINNESOTA — Today, Minnesota Management and Budget released the November Economic Forecast, showing a projected balance of $1.332 billion for the current biennium. While the forecast does show a balance, it includes inflation on the revenue side, and excludes it on the spending side in several key areas. Estimated inflation will lead to deficits in fiscal years 2022-23.

“Today’s budget forecast shows challenges for Minnesota, including deficits in future years,” said House Majority Leader Ryan Winkler. “These deficits undermine our ability to provide good schools, good roads, and good health care for Minnesotans. Worse, this surplus story is fiction, because it does not count the increased costs of providing these core services. We need to continue supporting working families and build a more prosperous future for all Minnesotans. House DFL priorities are the same as those of Minnesotans: affordable health care, excellent schools, next-generation infrastructure, and safe communities for all of us.”

“We can’t forget today’s budget balance ignores inflation,” said Assistant Senate DFL Leader Susan Kent. “Without thoughtful investments in what Minnesotans deserve, we’ll jeopardize the things DFLers have worked so hard to build. We must make smart investments in health care, education, and working families to move forward and ensure a better Minnesota for all of us.”

Racing to the finish line

With just over three weeks left of the 2019 session, legislators have worked long hours to debate, discuss, and pass budgets in Finance or on the floor for various issues from ag to transportation. Deep divisions remain over spending and taxes, with House DFLers working to improve our state by making honest investments in education, health care, public safety, transportation, and transit. In contrast, Senate Republican budgets are effectively deep cuts to important programs that make Minnesota a great place to live, work, and raise a family. Their budget would contribute to even greater inequality, increase the cost of health care, reduce services for our most vulnerable, and close more than 30 state parks. Senate Republican budgets fail Minnesota’s children, working families, farmers, and small businesses

With only six weeks left of the 2019 Legislative Session, Senate Republicans have finally released their budget bills. Budgets are a reflection of values, and it is disheartening to realize their budgets will increase income inequity and make deep cuts to programs Minnesotans across the state depend on. Senate DFLers feel dismayed that after 14 weeks of work, Republicans’ extreme and unfair budget bills neither reflect the values of Minnesotans nor provide a clear path toward an orderly end of session.

In the early weeks of the session, there was hope of working together and getting things done when legislators of both parties agreed to pass a number of bills early on that had bipartisan support. This just hasn’t happened. Instead, after 14 weeks of session only a handful of bills have been passed– leaving most of the work of passing a two-year budget, tax conformity, and a number of important policy bills for the last six weeks before adjournment in late May. On April 11, we recorded a special edition of the Call of the Senate podcast featuring Senate DFL leadership. DFL leaders in the Minnesota Senate came together today to ask Senate Republicans to work across the aisle on shared priorities like supporting students, increasing access to health care, and ensuring safe and fair workplaces for all Minnesotans. In one of only two divided legislatures in the United States, bills for statewide progress have been refused public hearings in the Republican-controlled state Senate.

Divided government highlights differences in values
The week kicked off with the Senate Committee on Banned Bills, where committee members reviewed a variety of legislation that have been refused committee hearings in the Senate. The committee heard bills to increase public safety, maintain vital health care funding, improve the quality of students’ education, support working families, restore the right to vote, and provide gender equality. Minnesotans deserve a real conversation on these bills, and this committee provided the platform to discuss issues that reflect Minnesota’s values.

A bill to combat opioid addiction through higher drug company fees passed off the floor of the Minnesota Senate with strong bipartisan support. Six Republicans sided with big pharma and voted against this important legislation to hold pharmaceutical companies accountable for their role in Minnesota’s opioid public health crisis. The House passed this bill last month, which sets up negotiations to work out differences in the two bills before sending the final compromise to Governor Tim Walz, who has indicated he would sign the bill into law. Senate Republican budget targets miss the mark

It was a busy week at the Capitol. The Senate passed the hands-free cellphone legislation off the floor which requires drivers to use their cellphones in a ‘hands-free’ mode, only allowing voice-activated commands or other actions that need one-touch activation. The bill would enact enforcement and penalties for using a cellphone outside of hands-free mode. The differences between the House and Senate bills will be worked out conference committee, but this initiative is one step closer to becoming law.

The Snow Days conference committee also closed up this week, and the bill passed off the floor with strong bipartisan support and will likely be signed into law by Gov. Walz. This bill would aid Minnesota schools struggling with snow days by shortening their academic calendar without penalty amid the extraordinary winter of class cancellations. Divided government is not working in Minnesota

At the close of another week of session, despite promises of working together and getting things done, Senate Republicans continue to obstruct, block, stall, and delay important legislation to move Minnesota forward.

Halfway through the 2019 session and Senate Republicans block many priorities Minnesotans want

The legislature is at the halfway point of the 2019 session, with the first committee deadline closing out the week. The first deadline requires policy bills to have had their first hearing in the committee of origin unless the companion bill in the House has been heard. Finance, tax, and capital investment bills do not have to meet this deadline. As this deadline passes, many bills that benefit Minnesotans have been denied hearings.
