On Monday, veterans across the state held their Veterans Day on the Hill event to announce their 2018 legislative agenda. All military branches were represented and these brave men and women were honored for their service to our state and country. Many veterans spoke at the rally in favor of proposed legislation to improve the quality of life for those who have served. A few of these bipartisan measures would provide one-time tax credit incentives for hiring qualified veterans, ensure the surviving spouses of veterans have financial security to stay in their homes, and protect military benefits from predatory lenders. I’d like to take a moment to provide a brief MNLARS update:

Last Thursday, layoff notices were sent to the IT computer engineers who have been working on the 30+ year old system. These people have been working diligently with over 100 deputy registrars, auto dealers, financial institutions, and new leadership to develop a comprehensive roadmap to fix MNLARS. As a result, we were seeing improvements with real results; over 4.4 million title and registration transactions have been processed, bringing in more than $900 million in revenue and vehicle title transfer backlogs have been reduced by 40%.  But there is still more work to be done. Dear Neighbors,

On Wednesday, Minnesota Management and Budget announced a forecasted budget surplus of $329 million.  The state budget forecast reflects current law, and is based on the most recent information about the national and state economic outlook.  What this estimate does notinclude is the rate of inflation in future years.

While Minnesota’s budget remains relatively stable, federal uncertainty threatens the economic outlook for our state and Minnesota families. It’s important to exercise caution; that’s why I have been pushing for legislation that would include the rate of inflation in these economic forecasts.  The goal of my bill would be to give more accurate numbers, helping us enact wise budgeting and smart investments for the future. Today is the first day of the 2018 legislative session. Despite the tumultuous last couple of months, I’m looking ahead and preparing for a fast paced, heavy workload.  I’ll be serving on the same committees: Commerce and Regulatory Reform; Transportation Finance and will continue my role as DFL Committee Lead on the Veterans Affairs Division.

Budget Forecast

This week, Minnesota Management and Budget announced the November budget forecast, projecting a deficit of $188 million ($302 million when the full budget is passed). What’s worse – the deficit is set to grow over the next few years to $586 million.

At the beginning of the 2017 session, Minnesota had a $1.6 billion budget surplus. In less than a year, the House and Senate majority budget plan turned that surplus into a deficit due in part to unwise tax cuts for corporations like big tobacco. This is unacceptable. On November 11, we observe the sacrifices made by members of our military with the commemoration of Veterans Day.

As we thank the men and women who have served, it’s important to recognize the challenges that many veterans face upon returning home. Whether regarding housing, employment, or health care, there are often roadblocks in the way of returning to normalcy. There are resources available for them from several different organizations:

Dear Neighbors,

The U.S. Department of Homeland Security just granted Minnesota an extension until October 10, 2018 as it rolls out REAL ID.  Minnesotans will not have a problem using their current driver’s licenses/state IDs to board commercial airplanes or enter federal facilities while REAL ID is being implemented.

As you may know, the federal REAL ID Act was passed by the U.S. Congress in 2005 in response to the September 11, 2001 attacks.  The Act’s purpose is to confirm the identities of people accessing federal facilities, entering nuclear power plants, and boarding federally regulated commercial aircraft.  Continue reading “Rep. Dear Neighbors,

The Great Minnesota Get-Together has concluded and a record number of people visited St. Paul to experience the sights, sounds and tastes of our annual celebration. This year I worked four shifts at the House of Representatives booth and enjoyed visiting with constituents from our community and meeting people from around the state.

Annually, fairgoers are invited to take the House of Representatives poll – directly weighing in on issues facing the legislature. Yesterday, results were released.

It was clear to me that visitors to the booth are engaged and interested in what we do and how to make our state a better place to live, work and raise a family. I share that goal and thank each of you for stopping to say hello and take the poll.

Rep. Paul Rosenthal (49B) – Legislative Update

Dear Neighbors,

Each year, State Fair visitors are invited to weigh in on political topics and meet with legislators at the House of Representatives’ booth in the Education Building. I will be meeting and greeting fairgoers a couple times over the Labor Day weekend.

The annual House opinion poll draws the attention of around 10,000 participants and will, once again, be available. Fairgoers can let their opinions be known on a number of issues. Click HERE to see a list of the 2017 version of the opinion poll.
