Rep. Heather Edelson (HD49A) Update: April 10, 2020

Dear Neighbors,

I hope you are all doing well and finding time to practice self-care as the COVID-19 pandemic continues.

On Wednesday, Governor Walz announced an extension of the Stay at Home executive order until May 4. This extension will allow Minnesota to build new hospital capacity and buy ventilators and masks, plan for how to protect those most at risk, expand testing, and free up time for health care giants like the Mayo Clinic to develop critical treatments for the virus.

I’m grateful for our Governor’s leadership in standing strong to slow the spread of this pandemic but also hearing the small business community’s concerns when they say they can work safely and resume economic activity in some sectors. Many new business exceptions (such as lawn care and golf course maintenance) were made so they can operate safely, which is a good thing for jobs and our economy. Securing Workers’ Compensation for our First Responders

On Tuesday, the Legislature passed legislation delivering workers’ compensation benefits to health care and public safety workers who contract COVID-19 in the line of duty. In particular, the legislation provides a presumption that if these workers contract COVID, they did so during the course of their employment and are covered by workers’ comp. Front-line workers covered in the bill include doctors and nurses, firefighters, paramedics, police, long-term care workers, home health workers, correctional officers, and child care providers. COVID-19 Financial Assistance for Veterans

This week, Governor Tim Walz announced that Minnesota veterans and surviving spouses impacted by COVID-19 may be eligible for one-time financial relief grants in the amount of $1,000 from the Minnesota Department of Veterans Affairs (MDVA). MDVA is now accepting applications from Minnesota veterans who have been financially impacted by the COVID-19 pandemic. You can find out how to apply here.

Guidance for Additional $600 UI Payments

I’ve received many questions about the additional $600 payments in unemployment insurance from the federal government. Yesterday, the Minnesota Department of Employment and Economic Development has received final guidance from the U.S. Department of Labor to be one of the first states to make these payments. District 49 Virtual Town Hall

On April 16 at 7 p.m., I’ll be hosting a virtual town hall meeting with Rep. Elkins and Senator Franzen. You can join the live event here. This will be an opportunity to ask questions and connect with your neighbors online to learn more about how we can prevent the COVID-19 spread, and what we’re doing at the legislature to help Minnesotans affected by the virus. Distance Learning Began Yesterday

Distance learning began yesterday for students across the state. My kids were excited to get back into a routine and have some structure in place with classes back in session. I am so impressed with our teachers in Edina for all the work and countless hours they have put in to ensure our kids are ready to learn and grow academically, even when they’re not physically in the classroom. Thank you, educators, parents, and students for being creative and making this new learning work!

Yesterday, Governor Walz signed a new Executive Order that provides economic security for Minnesota small business owners and independent contractors who are encountering financial hardship due to COVID-19. The executive action established a new no-interest, 50% forgivable loan program for small businesses.

Dear Neighbors,

This week, Governor Walz ordered the temporary closure of bars, restaurants, and most other gathering places. Many Minnesotans – workers and business owners alike – are experiencing a deep and sudden financial hardship as a result of these closures. Yesterday, Gov. Walz announced that businesses will have a one-month interest and penalty-free grace period on the deadline to file sales taxes, which will help alleviate financial strain businesses are facing from COVID-19. Dear Neighbors,

Early this morning, my colleagues and I reached a bipartisan, bicameral agreement on a bill to provide emergency funding to help hospitals and providers respond to COVID-19. The bill (SF 4334) received unanimous approval in the House and Senate. Click here for non-partisan coverage of the vote from Minnesota House Public Information Services.

The bill appropriates $150 million to the Minnesota Department of Health (MDH) to make grants to eligible providers for costs related to planning for, preparing for, or responding to an outbreak of COVID-19; fund the establishment and operation of temporary sites to provide testing services, to provide treatment beds, or to isolate or quarantine affected individuals, to respond to an outbreak of COVID-19; and administer the grant program. The bill defines an “eligible provider” as an ambulance service; health care provider; health care clinic; pharmacy; health care facility or long-term care facility, including but not limited to a hospital, nursing facility, or setting where assisted living services or health care services are or may be provided; or health system. Rep. Heather Edelson (HD49A) Update: March 16, 2020

I hope this finds you well.

Yesterday, Governor Walz has ordered K-12 public schools to close to students by Wednesday, March 18-Friday, March 27 for school administrators and teachers to make long-term plans for the continuity of education and essential services during the COVID-19 pandemic. This is a break for planning purposes on how distance learning opportunities might be delivered in the case of an extended closure, how students special education needs can be met, how to support students who are experiencing homelessness, and several other public-school service provisions. 900,000 students have been sent home in an effort to bend the curve. Edina Public Schools is working to ensure students and families can stop to stop in and pick-up personal items, books, technology. They also have arranged curbside pick up for families who receive free and reduced-price lunches. Find more information here.

Rep. Heather Edelson (HD49A) Update: March 10, 2020

Dear Neighbors,

Yesterday, the Minnesota House of Representatives and the Minnesota Senate  unanimously approved a bill to ensure that public health officials are prepared to respond to COVID-19, commonly known as the coronavirus. The bill appropriates approximately $21 million dollars to the Minnesota Department of Health (MDH) and was signed into law by Governor Tim Walz today.

I will share updates and news from MDH about this very serious issue as I receive them. If you or anyone in the community is concerned or seeking more information, MDH has set up a public hotline that will be open 8 a.m. to 4:30 p.m. daily. The hotline number is 651-201-3920.

Rep. Heather Edelson (HD49A) Update: March 3, 2020

Dear Neighbors,

Happy Primary Day! For the first time since 1992, Minnesotans can vote in the Presidential Nominating Primary. Some of you have contacted me with privacy concerns, which is why I supported legislation last week that gives voters the ability to opt-out of sharing their party preference in the primary. The bill also restricts the sharing of that data only to a national party representative, and only for the purpose of verifying participation in the primary. You can read more about this bill here.

Regardless of your party affiliation, I hope you’ll vote, if you haven’t already. You can find your polling location here.


Gun Violence Prevention

Last week, the Minnesota House passed two significant gun violence prevention measures; the first requires criminal background checks on all firearm purchases, and the second would enact red flag laws. I voted ‘yes’ to help keep Minnesotans safe at school, work, their place of worship, or any other public space. Both bills await committee hearings in the Senate. Continue reading “Rep.
