Hi Neighbors,

Yesterday, our community suffered another horrific tragedy when Daunte Wright was shot and killed by a police officer during a traffic and bench warrant stop in Brooklyn Center, just next door to Minnesota’s Third Congressional District. If you’re watching the news this week and can barely recognize the Twin Cities you know and love, I ask you to listen to our neighbors who’ve been living in fear, inequity, and insecurity for their entire lives. We’ve mistook quiet for peace for far too long, and the absence of justice for some means insecurity for all. Click here to read my full statement, and please join me in pursuing justice in policing, in education, in housing, and in opportunity for all. 

I am saddened by how quickly pundits have retreated to their corners during this tragedy. We’ve lost our way as a nation, but I’m an eternal optimist. Last week I began a series of conversations with members of our community that is already reigniting my hope that it is still possible to work together in pursuit of truth, trust, and common ground. WASHINGTON, D.C. – Today, Rep. Dean Phillips (MN-03) released the following statement:

“Yesterday, our community suffered another horrific tragedy when Daunte Wright was shot and killed by a police officer during a traffic and bench warrant stop in Brooklyn Center, just next door to the district I represent in Congress. 

At a press conference today, the Brooklyn Center Police Chief asserted that his officer had confused her gun for her Taser, and fired the fatal shot by mistake – which appears to be corroborated by body cam footage. I’m as horrified as I am incredulous that such a mistake is even possible, and this news comes as little comfort to a community that has lived in fear for far too long.

Rep. Phillips: Economic Impact Payments

The American Rescue Plan recently authorized a third round of stimulus checks, or Economic Impact Payments (EIPs) to aid our economic recovery. No action is needed by the vast majority of taxpayers to receive their EIP, but I also recognize that the Internal Revenue Services (IRS) distribution of EIPs has not come without challenges. This has resulted in some eligible individuals missing one, two, or all three rounds of payments. That is why I want to provide you with accurate information about EIPs and the IRS’s solution to obtaining those missing payments:

What Is An Economic Impact Payment?

The bipartisan law that passed in March 2021 authorized a new round of $1,400 economic impact payments (EIP). While millions of payments have already been sent, I am hearing from folks that may have not received theirs. 

If you didn’t receive your earlier $1,200 or $600 payment from 2020, or have not yet received the $1,400 from 2021, you may still be eligible. Below you will find information about how you can get yours, and what kind of help may be available.

Phillips Renews Support for Energy Innovation and Carbon Dividend Act

WASHINGTON, D.C. – Today, Rep. Dean Phillips (MN-03) announced the reintroduction of the Energy Innovation and Carbon Dividend Act (EICDA), bold legislation that would utilize market forces to combat climate change and incentivize the speedy transition to a clean energy economy. The bill earned 86 bipartisan co-sponsors in the previous Congress, and Rep. Phillips is an original co-sponsor. 

The bill creates a Carbon Dividend Trust Fund for the American people to encourage innovation, clean energy technologies, and market efficiencies that will reduce pollution and leave behind a healthier and more prosperous nation for future generations. It includes carbon fee exemptions for fuels used by the armed forces and agriculture, and it provides rebates to facilities that capture and sequester carbon.

The bill would decrease U.S. carbon emissions by 40% in the first twelve years and is revenue neutral, returning every cent raised from carbon fees back to American consumers in the form of monthly dividends. The EICDA positions the United States to meet the goal of net-zero carbon emissions by 2050 set by President Biden.

There’s No Place Like Home

Hi Neighbors,

Congress was in recess last week, so I spent a beautiful few days at home in Minnesota. From a ride along with Hennepin County paramedics to visiting the Mall of America vaccination site, it was a busy and informative trip. I do my best to tour small businesses, schools, and organizations in our community whenever I’m home. Vaccinations – and More – at the Mall of America

We know Minnesota is the best, and now we have one more award to back us up. Our state ranks first in getting safe and effective COVID-19 vaccines into arms. That requires a lot of teamwork, something we Minnesotans have in high supply. I visited a community vaccination at the Mall of America this week, where an army of amazing medical professionals and volunteers have administered more than 50,000 doses (and counting)!

After Worst Year for Gun Violence in Decades, Phillips Demands Status Report on Gun Violence Research

WASHINGTON, DC – Today, Rep. Dean Phillips (MN-03) sent a letter to the directors of the Centers for Disease Control and Prevention (CDC) and the National Institute of Health (NIH) demanding a status report on the progress of taxpayer-funded research on gun violence, as well as an estimate for when that research will yield actionable recommendations for policymakers. Phillips’s letter comes after the recent tragic shootings in Colorado and Georgia along with House passage of bipartisan legislation to strengthen background checks and keep communities safe.

Phillips also recently co-sponsored the Gun Violence Prevention Research Act, which authorizes $250 million in funding to the CDC to study gun violence over the next five years. In 2018, Congress authorized $50 million to fund gun violence research at the CDC and NIH, but experts say that additional funding is sorely needed to complete that research and identify life-saving solutions to America’s gun violence epidemic.

Hi Neighbors,

Happy Passover and a blessed holy week to those who are celebrating, and happy spring to all! I hope you’ll join me in reflecting on the importance of family, community, and working together to overcome adversity. 

Right off the bat, I have some exciting news to share: you are now eligible to get a COVID-19 vaccine! All Minnesotans 16 and older can now register for a COVID-19 vaccine appointment. For now, demand will still exceed supply, and it may be frustrating and difficult to get an appointment. Vaccine shipments from the federal government will continue to increase over the coming weeks and safe, effective COVID-19 vaccines will be available at no cost to every Minnesotan who wants one. In the meantime, I urge you to ensure your information is up-to-date with your healthcare provider and to sign up for the Vaccine Connector so that you can get a vaccine as soon as possible.

After Voting to Deliver Billions in Aid to Minnesota, Phillips to Visit Community Vaccination Site in Bloomington

Phillips will tour the Mall of America Community Vaccination Site as vaccine eligibility expands in Minnesota

BLOOMINGTON, MINNESOTA – Today, Rep. Dean Phillips (MN-03) will visit the Mall of America Community Vaccination Site as vaccine eligibility expands in Minnesota following American Rescue Plan distribution investments. Phillips will meet with local public health leaders and health care workers at the State-run site, which was created to expand vaccine access and improve equity. Minnesota’s vaccine administration is among the best in the nation, and after a record-setting weekend, nearly one-third of adults have received their first dose. 

Earlier this month, Phillips helped pass the American Rescue Plan, a historic COVID-19 relief bill that delivered $4.9 billion in aid to the state of Minnesota and is supported by a wide majority of Americans. According to state officials, more than $850 million will go towards public health, including $85 million to expand and improve COVID-19 vaccine distribution and administration. With new funding and additional vaccine supply forthcoming, Gov. Walz expanded eligibility to include all Minnesotans age 16 or older beginning March 30.

With Millions Out of Work, Phillips Introduces Bill to Widen Access to Valuable Workforce Training Programs

WASHINGTON, D.C. – Last week, Rep. Dean Phillips (MN-03) and a coalition of bipartisan Representatives and Senators introduced the Freedom to Invest in Tomorrow’s Workforce Act, a bill that would increase access to high-quality workforce training and credentialling programs. Phillips’s bill would allow individuals to utilize “529” tax-advantaged savings plans to pay for job-training programs. Under current law, students can only use 529 savings accounts to cover the costs of college, vocational school, or other institutions of higher learning. This common-sense reform will allow Americans with varying work experiences and career goals to finance their education and compete in a job market that increasingly rewards specialization and expertise.

“No matter your resources or your professional goals, every American deserves access to a quality education,” said Rep. Phillips. “By making workforce training more affordable and accessible, this bipartisan bill will help make that aspiration a reality. Especially after such a difficult year, this is exactly the kind of policy we need to get our economy back on track. I look forward to working with my House and Senate colleagues to get this important legislation to the President’s desk.”

Phillips Introduces Bipartisan, BicameralI RECYLE Act to Reduce Waste and Protect Environment from Plastic Pollution

WASHINGTON, D.C. – This week, Reps. Dean Phillips (D-MN) and David Joyce (R-OH) and Sens. Debbie Stabenow (D-MI) and Rob Portman (R-OH) introduced the RECYLE Act, a bipartisan bill that would lead to vast improvements in community and residential recycling programs.

Recycling is one of the simplest ways to protect the environment, yet consumer confusion often impedes efforts to reduce waste. In fact, according to the EPA, nearly $9 billion worth of recyclable materials are thrown away each year. The RECYCLE Act would fund education and outreach programs meant to increase recycling rates and share best practices across the country. Improved recycling is especially important as we emerge from the COVID-19 pandemic. Demand for PPE and other single-use plastics has increased waste by an estimated 30%, with the majority of that waste ending up in landfills or the natural environment.

“Plastic pollution is one of the worst environmental crises in decades, yet across the country, people remain confused about how to dispose of materials responsibly,” said Rep. Phillips. “That’s why I worked with my colleagues on the RECYCLE Act, a bipartisan, bicameral bill that gives local communities the tools they need to keep our lands, rivers, and lakes pollutant free. Let’s get this bill to the President’s desk and prove once and for all that preserving our environment is an American issue, not a partisan one.”
